HISTORY OF VFIS OF TEXAS
VFIS of Texas is the leading provider of insurance for non-profit emergency service organizations, including volunteer fire departments (firefighters) and ambulance and rescue squads (paramedics & EMTs) in the state of Texas. VFIS, based in York, PA, developed the first insurance program for Emergency Service Organizations in 1969. VFIS of Texas became the Texas Regional Director for the VFIS program in 1985. By working together, VFIS and VFIS of Texas now insure over 1,600 non-profit Emergency Service Organizations in Texas and continue to provide the broadest coverage and best customer service in the state. VFIS of Texas is a member of many Emergency Service Organizations, including the State Firemen's and Fire Marshals' Association of Texas, Texas Fire Chiefs, SAFE-D and many district and regional groups. We are also active in the Texas Legislature to help the Emergency Service community with legislation to help their cause and livelihood, as well as increased funding.
VFIS of Texas is a division of WinStar Insurance Group where we provide insurance and serve other industries under the WinStar umbrella. We insure a handful of niche industries including Craft Beverage and Child Care Centers through WinStar Insurance Group, and we insure water and waste water service providers through AIA Insurance Agency.
Known formerly as Regnier & Associates, our company has been providing insurance and dedicated customer service since 1982. In 2016, Barbara Marzean, Glenn Hastings, and Stephanie Dew bought Regnier and formed WinStar Insurance Group expanding our market by providing Employee Benefits and adding the Craft Beverage and Child Care programs. In 2022, President Barbara Marzean and Vice-President Glenn Hastings retired after 38 years and 22 years respectively selling the company to Stephanie Dew who is now the sole owner and President as of January 1, 2023. We are excited to see how our company prospers under Stephanie’s guidance, and know that you, our clients and future clients, are in good hands.

Neglected and misunderstood by many insurance companies, the emergency service industry was in need of an innovative approach to insurance products and risk management services. VFIS accepted the challenge and today provides insurance, education, training and consulting to more than 15,000 emergency service clients in 49 states and Canada.
For more than 30 years, VFIS has forged a partnership with fire and emergency medical service leaders which allows for the continuing development of policy and program enhancements, specialized education, and consulting for management needs. VFIS is committed to protecting the resources of emergency service organizations and promoting the health and interest of their members. Wherever and whenever the welfare of our clients is at stake, VFIS is there to lead or support their efforts with a level of dedication no imitator can duplicate.
